France’s finance minister Lombard:

France is doing its job on different spending.

The effort should be shared more equally among EU member states

German finance minister says:

It is possible to comply with NATO quarter for regular budgets, doing it with borrowing would be temporary

The rules are about debt sustainability in the long run. Changes will need to respect this while giving greater flexibility.

It would be a target reform or physical rose to allow countries to increase defense spending.
